Unlike most blocks, the Notification is automatically on the Page Content sidebar, in the header section. To turn it on, just click the eye icon on the drag block.
The Notification Bar is an ultra-short bar with just enough room for a line of small text, along with a couple of optional buttons.
Options
Alignment: Left, right, or center alignment of content
Text case: All caps or normal case
Decoration: Style the ends of the announcement with a star, diamond, or nothing
Turn close button on or off
Use zero, one, or two buttons next to the text, and choose different styles for the buttons

Link to donate, possibly for a special promotion like a match
Link to a web store
Link to voting information
To simply list the election date
